BET Director’s Report
· Currently 118 facilities, opened one new facility this year, but closed two.
· 8 facilities received operational upgrades.
· 3 remaining facilities are slotted to be upgraded, before the fiscal year ends.
· 4 being temporary managed, which is important, since we have 5 trainees coming up.
Temporary Managed Locations:
Camp Hubbard, a San Antonio vending location, Hardadman county vending location, and Army Airforce Exchange (Fashion Center).
Contracted Facilities:
Houston’s NASA as well as Waco’s VA.
Lost Managers
112 managers currently in the program, we lost 8 this year.

Numbers Update
· 1771 Business consultant facility visits have been made.
· 55,764 miles have been driven by BCs.
· Should end around $500,000 in new equipment purchases this year.
· BET managers are employing 1436 people.
· 414 of which have claimed disabilities.
· At least 11 have vision related disabilities.
Current Events
Hooks described his presentation at the RSVA ACB annual business meeting.
· Provided them with current BET numbers
· Provided intricate inner workings of our BET.
· Discussed current legislative events.
Texas Workforce Commission Update
· Plans are really starting to move.
· VR program has to have public hearings to transfer to the designated public unit.
· ECM and BET director need to notify RSA about our move.
· Hooks is initiating meetings with TWC again, which were very promising last time.
Hooks is going to send out emails, referring to BEI, Terrie Smith, stating its better to deal directly with the Clover people, not third parties. Appears that RSVA is having questions regarding RS Buying Group, and its current status.
Oregon, reached a settlement with VA. Oregon, arbitration declared the VA in the wrong, VA still refused, and Oregon pushed, taking them to federal court. VA disagrees, maintaining the order should not be enforced. VA agreed to allow one vending facility, at one location, but made it clear they were not setting a new precedent.

Chairman’s Report
· Beginning of June, Clayton attended the BEI fly-in in DC, which was related to healthy options.
· Discussed healthier products
· How to market the products
· How to make money using healthy options
· Some states are charging more for non-healthy items, trying to drive healthy purchases.
· Recommendation of having a healthy machine, instead of spreading healthy items across a few machines.
· The healthy option push is about to be increasing significantly.
· Harvey J lobbied, visiting people on the hill.
· Clayton visited with Ted Cruise’s office staff.
· Meeting about military bases and RS, grouping 11 bases together, multi-state, as a method to get around RS act, instead of bidding them out individually.

· His district has Committed to pledging $1,300 for the training conference.
· Matt B: receiving his vending machines, excited about getting to start with those.
· Harvey S: sales are up, happy that night shift remained through June.
· Kieth T: been dealing with comp-troller, wanting to tax the property of the state.
· Manny S: no backup plumbing issues, very happy for his new equipment, meat slicer, oven, and sandwich bar.
· Mark R: extremely upset regarding increase of egg price
· Wane S: struggling with getting employees through background checks, due to applicants not wishing to wait that long.
· He was unable to contact three managers.

Still waiting on the new FAA to be approved for installation, by GSA. Anticipating Aug 3. He really likes the look of the new facility. He wants to do a grab-and-go at the old location, while spinning up at the new facility. Excited, he worked a deal out with FAA to provide digital menu boards, if he brings in a popcorn machine.

Undergoing extensive medical issues. Possibly having to enter in to a physical rehab facility, for 6-8 weeks.
I was unable to get ahold of him, due to being in the hospital.

He’s happy that his Credit card transactions are going up. He is Averaging $350-400 credit cards, daily.

Says she is fine, and was sad she couldn’t attend blast.

All managers are doing well, no issues. Dwane Z was unable to attend due to his wife’s medical issue.

· Silvia is working on getting her food and labor down, to increase her profit to an acceptable level.
· Rolland, is doing fine at Fort Sam.
· Terrie sent an email stating he is ok.

· He received several reports from managers they are doing well, and everything is fine.
· Romis Gonzalez: some issues with bridge1, trying to get an extra vending machine.
· Dave C: doing well at his prison facility, roadside is also doing well.
· Richard Florez: Resigned his detension facility, advertised, Port Izabell.
· Mark Harris: Brownsville route was resigned from, and should be going up for bid.
District 5 F

· It’s all going good. We filed the arbitration for FT Bliss. It will all work out.
Hooks interjected regarding the arbitration. Jessie, from RSA, said they will figure out something, to try and get arbitrations moving forward.

· Appologised for missing the last conference call, due to family purposes.
· Out of 14 facilities, left 7 voicemails without return calls.
· one satellite location.
· the few people he spoke with are content.
District 6 F

· Everyone seemed fine.
· Travis sales are stable,
· Ronnie w: doing well.
· John D S, is ready to get out of Camp Mayberry.
· John L: fine, sales are stable.
· Kristin M: stable, sales are well. She’s interested in getting healthier items.
· Carla M: sales have been stable, mentioned the building closing issues.
· Maria B: issues with employees, working it out.
· Arnald: happy at TCEQ, enjoying food service.
· Tom C: Clarified why Arnald didn’t get the keys when he expected to. Summer is always slower, customers taking vacations. Still up 10% over last year. Regardless of the crazy egg prices, he’s very happy with his food cost. Thanked BET for his new tables, chairs, and mentioned that other agencies pitched in to replace their floors.

Aloha:
· The people she reached are fine.
· One for sure wil be bidding on Port Izabell.
· Sparks has a question for Hooks, apparently another prison is located near his Navasoda prison, which is currently unmanned vending, and he wants to add that to his rout. Hooks, we cannot decrease the amount of unmanned locations, unless we increase the set-aside fees. Hooks was clear that was not happening. If someone wants to earn more money, they need to bid on facilities that are posted as an avenue to make more money.
· Hooks clarified the RHIVS checks come specificly from Future Employment Opportunities vending on federal property.

Rules and By-Laws
Greg was not present, website has updated by-laws, and they will be emailed out.
Finance Committee
$7,212.46 at Wellsfargo.
So far, only Clover and Benny Kieth as vendors for the conference.
Clayton H will be contacting Van Vending/Cow Creek, asking about service issues.
Elections Committee
No elections pending yet.
Training Conference
Manny S:
· Manny requested to be appointed chair of the vending committee.
· Clayton H: mentioned that MARS is rolling out healthier candy lines.
· Clayton H appointed Manny as the vending chair.
Two vendors have submitted table payments so far.
· Several prospective vendors.
· 365 micro markets and US technologies,
· Manny wants a larger push for Coca-cola present at our conference.
· Sysco, Manny asked if Tom could coordinate with Sysco.
· Pay Range, revolutionary Bluetooth payment solution for vending. Manny really wants to have them present.
· 24 rooms booked so far, we need 50.
· 10oz new York strip, montaray chicken, and shrimp, as dinner options.
· We wil look into having drink tickets be useable for both Friday and Saturday.
· Manny extended an unofficial invitation to Terrie Smith, and he also is working with Jason, Arizona’s BEP director.
· Manny reiterated how we will be sending out tangible thankyou notes to everyone that donated. We also discussed the concept of public recognition.
Training of Potential Managers

· Hooks continuously reiterated that people realize they are going to be moving.
· Each trainee spoke highly of their 2-week evaluation
Closing
· The next meeting will be held in October, in Austin, at our training conference.
· Voted to select 16-Jan, ECM meeting in San Antonio.
